You said you used oil for this. If you used regular oil, this will do nothing. You need good penetrating oil like PB Blaster. Take the parts outside and drown the joint in PB Blaster, then leave it alone for 24 hours. If that works even a little, repeat the process. If that doesn't work at all, send it out to one of the good repair people mentioned in the Links section of the board.

Don't cut the parts. All that does is destroy parts. It won't make anything work properly.

Oil will not help anything. The elbow has swollen due to pot metal degradation. It's now too tight to swivel. No oil on earth will shrink it back down again.

If you would like, you can send it to me and I'll get it apart for you. I can't promise that the elbow won't break, but I've done several with good results. I have always been able to reuse the original elbow, (because I've never had one actually break).
