After looking at the pictures on this topic it appears some Victor V Motors have two govennor pads held by a rocking yoke, and others have only one governor pad held by an "arm". Are both the original state from factory?
Seems like the one with two would be more problamatic about applying pressure unless the two leather pads them selves were quite precise in length sticking out of the yoke that holds them?

I'm pretty sure the reason they went from two pads to one is that they figured out that the governor would work just fine with only one pad and result in cost savings and manufacturing efficiency. The way the yoke is mounted and pivoted, both pads contact the governor equally even if they are slightly different in length. Edison did essentially the same thing in their cylinder machines but the pads were mounted in a Y-shaped yoke which allowed them to remove the governor without major disassembly of the governor section of the motor.

(not sure if "friction plate" is the correct term, but it's the flat thing the leather touches)
I'm a little confused by USlakeside's pictures in the first post. It appears to have both types of gov parts, the single (still attached)and the double (shown in pieces).

You're right. He has parts from 2 different motors there. I hadn't noticed that.
