I have innumerable bluebird in flight sleeves/covers, all of which, so far, have blank backs--no listings of other records.

I have far fewer of the perched bluebird sleeves/covers, and most of these are in much rattier condition than the bird in flight ones. All of the perched bird sleeves encountered so far have blank backs, as well.

The relative numbers and conditions of the two general styles of sleeves suggests that the perched bird sleeves are earlier.

This, most likely a Canadian Bluebird sleeve, is probably a good candidate for a mid-30s style cover.
I really only need one cover to submit with the two records as the museum will keep the records in extremely pricey Carr and McClean archival sleeves.

The Bluebird sleeve will be preserved as a contemporary (I hope) and associated artefact.

Hmmm...so the plan is to put a $1.50 record into a 69.50 sleeve.

Bolig shows the B-4900 series as being an "ethnic" series, but this does not seem to apply to your records at all as the titles listed for these cat numbers are different, so what you have is almost certainly a Canadian exclusive. From what I can see of the pressing, it appears to be mid 1940 to 1941 era. Note the single stopping groove, which seemed to replace the double in mid 1940 or thereabouts on North American Victor products.

Not quite SO extreme on the sleeves, extreme, yes IMHO, but, no, not SO extreme.

The price for a package of 25 10" CarMac sleeves is $72.15 CDN, which translates into about $54.06 US, which averages out to about $2.16 US a sleeve.

But, on the B-sde/other hand, the records are not so modestly priced, Here is a US release at $75 US on EBay: https://www.ebay.com/itm/184720104936

I am now quite certain the Canadian Bluebird numbers for these records, B-4977 and B-4978, indicate a date no later than 1935 for their initial release.

However, you may be right about the disks in my possession being newer, 40's rereleases?

Here, from Discogs, is a picture of a Canadian yellow/cream label release; it has the same catalogue number.

For what it's worth, heres my two cents. I'm rather sure your copies (blue/gold label) are later reissues of the original (buff label) releases.
If the Canadian issues follow the same practice as U.S. Bluebird, the "perched" sleeves would correspond to the earlier buff labels. The later blue/gold labels would have used the "in flight" sleeve.
