Here in Canada we have the problem compounded by the inspections of American and Canadian officials if they start opening boxes.
An avid young collector to whom I sold a couple of boxes of records told me of a sale shipped from Canada to the US.
The single Blues record, one of eight known copies, was sold for $8K, packed Nauck style, and shipped and insured.
American officials were curious (I guess) about a single record with such a high declared value and opened the box and undid all the packaging. They did not bother to repackage the record, however. They just laid it in the box on top of the packing materials.
It arrived in shards.

When buying records on eBay, I always look at the seller's "other items" to see if they commonly sell 78s. If not, I don't bid. The only exceptions might be for some cheap record, priced cheaply, that I'll take a chance on. Nearly every record I've purchased from a non-record seller has arrived broken. I must say however, that the purchase price of nearly every broken record was refunded to me.

Part of my point was that it could have gone just as badly the other way.
Canadians are quieter and politer, perhaps.
The American officials can be rude and obnoxious but they are just as rude and obnoxious to Americans. I believe that the population of Point Roberts (a small American enclave entirely separated from the continental US) once almost rose up in rebellion over how badly they were treated. So maybe Canadians have better manners, but manners are only a facade.
Based upon my experiences, I would say the mind set of the two services is very similar.
