If yours has this feature, it is intended to fix the position of the gear in the spindle, as the notch is for the set screw to set into it. so this should not be modified. Answer: Yes there is a notch.

Be careful, as the slot on the brass bearing all around the cylinder in referring to is intentionally made at the factory. A tiny hole is different, it could have been made by the user when screwing the brass bearing on place, so it means nothing but a previous user's adjusmentr that could be wrong. But these are distinguishable at sight, for notches or slots made at the factory are deep and clear, corresponding to a machined feature.
If your gov bearings don't have slots it means you can adjust them at any desired position and so modify the speed regulation system adjustment a bit by this way. When there is the slot, the gov position is fixed

Hi Inigo ! The bearing on the brass plate end (brake side) of the governor does have a slot. Are you suggesting that this bearing should be on moved to the worm side of the governor ?

Yes, as it is intended to fix the governor position, and the pressure is on the worm side, where the spindle gear pushes the worm in the governor, in that direction you need to retain the force with the slot on the set screw of that bearing.
