What is the point of a "Laughing Record"?

This 78 is perhaps the last US 78 issue of it....it was likely also issued on 45 rpm as Okeh 4-6925 as well. The matrix number 19120 would be that of a 1936 dubbing, although this 78 has the appearance of typical early 1950s Columbia 78 cuttings on both sides.
