If memory serves, the oblong holes are attached to the friction wheel. I could be wrong, but I think that's the way. :? Bowing the governor springs is easily done by holding the weight in one hand while gently bending the governor spring with the other. I use my thumb and forefinger - one on each end - and simply bend them slightly away from the weight (on the same side as the screw, of course!). Once you've reassembled the governor but before installing it, you can test it by gently compressing the friction wheel toward the fixed end. The governor weights should all bow outward. Don't overdo it on this test - a ¼ inch travel will be ample to determine if the governor springs are behaving themselves.
