I've cleaned the original (I assume) felt on my 1917 VV-XI with Woolite® and gentle rubbing with a soft toothbrush. I didn't saturate the felt with water, but used mostly the foamy suds from the Woolite®. No need to rinse afterwards.

I just cleaned the original felt on my Zon-o-phone with pretty good results. It had pretty bad oil stains on it, so I covered it with GoJo and let it soak for a few hours. Then I rinsed it with lots of water. After that I cleaned it with dish-washing fluid and rinsed it off with water again. Turned it over and pressed it onto paper towels that I replaced several times. Dried over night and looks great now I think. Important not to rub or brush, just gently tap or press.

Good felt will usually cling together by itself, I don't know if I would use adhesive on top of original felt.
