Here is the patent for it. Oberlin Smith was quite the inventor. It looks like the mechanism that takes the record out from the drum is missing. It takes the record by the edge and brings it up to the turntable spins it around and lowers it down for play. This thing must have been something to watch when it was working. Hope the new owner can make the parts somehow. The one that sold looks like the one he had in the house without the doors on it. Maybe the test unit went up in flames?
Looks like it consists of multiple Cogswell Cogs and Spacely Sprockets.
