Peterf: Thanks for the link. Some helpful/useful info there for the Actuell and my radios.

Coffee filters are interesting but I wonder if it would be able to take the 'grind" of a lot of use or if it might filter the sound too much.

Seriously, I wonder if I can get away with just joining the tear with rubber cement? Take a look at the pic again and let me know what you think.

You can try just using the rubber cement. But of course it will have no tensile strength. I would say that you could make some very artfully cut little patches out of coffee filters, and rubber cement them in place, on the underside where nobody will see them. You’re just stabilizing and preventing further damage in making these repairs.
