Started with a new (zero feedback) ID but the same name. Won my auction unfortunately. Tried to cancel the transaction but she would't agree. I informed her that I'm not shipping so don't bother paying.Now I just need Ebay to
cancel this thing so I can sell it to the real winner. Major hassle.

So you can sell it to the real winner!!!???????. She is the "real" winner. You could have blocked anyone with a low feedback if that was a concern to you. The only thing you will do is hurt your selling reputation .

Ebay only allows to block negative ratings, not "zeros". Not all new accounts are fraudulent, but a high majority are. If I was able to block new accounts I certainly would to protect myself. Well let's see, I don't want to ship my expensive machine to a known fraudster. If that hurts my reputation oh well.

This is just why I no longer sell on ebay...the stories you hear of fraud and how everything is weighted against honest sellers. I can't be bothered with the hassle. I do still buy things though but usually from known sellers or those recommended to me by others.

I'd like to know how a buyer can "charge back" after receiving the item if documented tracking shows they DID receive the item. Buyer says "I didn't get it" even when tracking shows they did and PayPal reverses charge? And if it is a high-priced item why not use signature verification, how can they beat that? If a buyer with zero feedback wins and pays, what difference does it make?

The problem lies with Paypal and their policies. A buyer only has to claim they did not receive the item on hearsay regardless of the tracking information. Paypal will then automatically charge back the seller or merchant while it conducts its "investigation". In the mean time you have a big hole in your bank account and if you ever get your money back it could take weeks or longer. I used to have a business selling small items and I got burned several times by Paypal so I know this can happen with large dollar items as well. I generally leave only a small balance in Paypal and then remove my bank account and credit card links until I have to do business again. They can pull off your credit card or bank account for these chargebacks at will if they are linked.

This concerns me. The above name is not the current Ebay ID of the person I've had a problem with but appears to be someone else? However the address you sent to me by Private Message IS the exact same postal address as the scammer who pulled off the little Mikiphone stunt!

Has she got a number of Ebay ID's then? She is still "zmah0321" as far as I can see and has miraculously pulled in very high feedback scores over the past two weeks alone. Remarkable feat really. Or is it?

Yes, I'd also like to know 'how' this can happen, but it definitely DOES! In my case it wasn't Paypal that refunded the money it was Ebay itself and it has put a charge on my Paypal account saying that I need to reimburse it. I also get an invoice direct from www.ebay.com nearly every day for the full amount including postage costs!

And I did use 'signature verification' too!
