Well, after a number of phone calls to PayPal, reminding them that the item was still in China, they finally agreed that the buyer has had plenty of time to return the item to me, and they returned the money back into my account. This certainly took far more effort from me than should have been necessary, but the good side is that I learned a lot about their Terms & Conditions, none of which seem to favor the seller.
One of the things that I learned is that if a buyer claims the item is "Not As Described" the seller must pay the return shipping costs, regardless of what the original listing says.
I guess the bottom line is that the vast majority of buyers are honest people, and the occasional unscrupulous ones have to be beaten at their own game.
