This is indeed a WW1 recruiting station. Gramophones were often employed at these stations, belting out patriotic music to encourage the young men to enlist. When I took part in a WW1 centenary event I used a large open horn machine to play a selection of such records, beginning with "Your King and Country need you".
It is good to see this interesting thread resurrected. Here is another period picture to help keep it going :

So do I! It came from an educational video series about U.S. history, but I can't remember which one.

After some searching I find that it's from the Library of Congress but I can't find any high resolution copies. It purports to have an Edison copyright.

Some very nice photos there.
The photo of the guys around the beer keg on which is written "Nazdar 1911" is particularly interesing. Nazdar means hello or greetings in Czech. Probably a group of immigrants had that picture taken so copies could be sent back to family in Bohemia, part of Austria-Hungary at the time. Do you know where that was taken?

Here are the two period photographs I have in my collection.
The first looks like it is a Victrola XI. I love the haphazard arrangement of the pictures on the wall, and what appears to be a coat rack masquerading as a Christmas tree! This picture has the name E.H. Oberholzer written on the back, but I've never looked any further into that.
The second looks to me like an Amberola 30. This one is printed as a post card, but was never used. I like the Nipper-like dog on the table with the lamp.
