What is this vertical rod and what appears to have once been a pulley or something?? Thanks.

After further investigation I guess this allows the operator to raise the carriage and slide it to begin the cylinder again - the roller keeps it from swinging back too far. Of course I have been wrong numerous times - most notably the center start mystery Pathé portable.
