Worn gear on Victor I

Hello: I am new to this forum and may as well start out with a question.
I am working on a little Victor I and discovered that the brass gear that engages with the worm on the governor shaft is worn. The spring just unwinds and that gear spins without ever spinning the governor.
Would it make sense to machine up two eccentric bearings for the governor shaft to shift the centerline of the shaft closer to the worn teeth of the brass gear? It seems like a siimple solution short of purchasing a new gear--if I can even find one. The bearibgs are just steel rods that insert into the cast-iron main frame and are held by set screws. I guess I could shift the centerline by about 1/16-inch.
Any comments?
