Spring Motor - What Is It?

Just brought home a large box of phonograph parts and am having a lot of fun trying to figure out what things are and do. Got a lot of the pieces figured out but this spring motor has me stumped. It is stamped LEVASSUER Frères but I don't find anything on the 'net with this search criteria. Here are some pictures. Any clue where this goes? Is it even a phonograph part?

Looks like a clock spring assembly (much like a Garrard) that someone has modified with the welded bracket. Who can tell what the purpose of it was since the rest of it is missing.

Not familiar with LaVasseur as a music box or automaton manufacturer. Probably clock.

I read that as Levavasseur Frères.

Oops! Misspelled it! I wonder who his father was?
