Significance of "VE"

What is the significance of the VE being enclosed in a diamond as opposed to being enclosed in the oval. I am referring to the symbol seen in the runout area of the Victor records.

According to a footnote in Collector's Guide to Victor Records, "VE (in an oval border) was the licensing (royalty) mark for the Western Electric cutting head. Several years later, use of the RCA cutting head (RC) and the later SHQ and S Western Electric heads were (sic) indicated by a diamond shaped border."
