I thought maybe it's an adaptor to lower the reproducer, on a machine that played standard and concert size cylinders, and had a sleeved mandrel, but really don't know

You are 100% CORRECT!!!

It will work on an Edison Concert Machine with a standard and slip on Concert mandrel.
Kind of gives you the same options as a Columbia AB Graphophone.
