Certainly sounds like bagpipes, and there's that slight downward shift in pitch when they come in. They do sound very muffled, perhaps they recorded them from another room

it could be the case that the pipes were much further from the horn than the rest of the instruments.

I imagine they probably
were recorded much further away from the horn than the rest of the instruments, for the same reason my parents used to make me practice them outside

Arrrrrrgh ! Well, that's
supposed to be bagpipes... almost sounds more like a Shriner's musette or mummer's band...
Kind of sloppy playing on the chanter, as though one of the boys in the band got hold of a set of pipes, and sort of figured-out how to make them work... sort of...
This is a "jazzed-up" / dance-ified version on "Annie Laurie"...

Definitely bagpipes. If I can find it, I'll post Ray Cummings comments on the diamond disc jacket. This is one where the etched label disc definitely outperforms the dubbed cylinder btw.
