Trying to round off the bell on a Mk IX horn

I have been continuing trying to repair this horn, the sag of the horn has been reduced with the use of the brace, although still not quite back to normal but I have still not yet repaired the 'squished' bell, how would be the best way to go about rounding the bell off?

Also in a previous (failed) attempt to round the bell off using a jig to hold the bell I was steaming the bell and the steamer then shot out lots of water, soaking the bell, resulting in some bubbles on the outer decorative layer of paper, what should I use to glue these bubbles back down, would regular wood glue do?

I'd suggest building up a core approximating the internal contour you want, and then putting the horn bell downward on it.
