Black Victor panel horn repair

I found this horn at a garage sale by itself.
I cleaned the horn a bit wiped away the dust and some rust.
The horn itself is in one piece and decal is mostly intact but there are rust everywhere especially around the rim.
I don't want to repaint it completely but right now I wouldn't put it on display.
Here are my questions
1. What should I do about the rust, I been cleaning some off with W-40.
2. Is there a good way to touch up some spots without repainting the whole thing? Most of the horn will probably look ok if i Clean and wax it. But there are some spots with rust spots the size of a quarter and someone carved FRED on the bottom of the horn with a needle.... I want to cover those up.
I don't want to do a botch job, if anyone could recommend some products and tips.
I put it on my vic ii to take pictures.
