I can't remember what the significance of Victor's white label is ?

There's a disc currently up on e-bay, #18668-B ( bottom of the label and in the run-out area), "When the Harvest Moon is shining", Tenor with Orchestra, "Hart and James". This is a one-sided disc.

All title info is typewritten.

The seller has ID'd the singers as Charles Hart and Lewis James, who were both Victor Artists in the '20s, and who were both members of the popular mens' harmony group "The Revelers".

Was this a "vanity disc" ?

These were special order pressings provided to Victor record customers who wanted recordings that had been removed / discontinued from the current Victor Record catalog. These were offered at a premium price and adorned with the special white typewritten labels as seen here. They are rather scarce but by no means rare. I have found quite a few of them over the years with majority being operatic titles.

The original issue was a regular release in Victor's 10-inch black label series, but it didn't last especially long in the catalogue -- Vic 18668 was issued in June 1920 and deleted in January 1923. The white label indicates that someone ordered this side (mx. B-23572, take 9, 12 March 1920) sometime after it was cut from the regular catalogue and paid for it as a custom pressing.

I wonder what the charge for this service was?
Would Victor press just 1 copy or would there be a minimum.

Those turn up on Holdridge auction lists from time to time.
