The following link, published by the Indiana Historical Society, shows a 1916 Typing Class at Manual High School, using a Victor phonograph for dictation. (note: it is extreme left of photo and you may need to zoom-out slightly)

It is difficult to tell from the photo what exactly the output device is; however, it does not appear to be a traditional horn.

Sorry, unless you have posted the wrong pic....all I see is a Victrola VI. Nothing unusual given the date of the pic.

Judging from its size, and the fact that it uses a 12-inch turntable, it looks like a later VV-VI table top model, which had an enclosed horn -- http://www.victor-victrola.com/VI.htm
