Did Starr phonographs (Richmond Indiana) ever use Victor tonearms maybe bought from Victor? Photo is of a Starr up-rite machine with a Victor tone arm & bracket. Or at least it looks like a Victor and not a pot-metal style usually found on Starr machines.

I agree, just does not look correct for a Starr machine but I was not sure

I can't imagine the Almighty Victor Talking Machine Co. selling parts to competitors...
Now, Columbia on the other hand... ( actually, Columbia might have sold only complete machines, on a contract basis...)
That looks like a 1913-18 Victor taper-tube ( big screw-plug in the gooseneck ) with a Victor # 2 Soundbox ...
Does the arc of the needle intersect with the spindle ?

Forgive me if I am being obvious, but I imagine the Starr's previous owner substituted the Victor tonearm because the original pot metal tonearm broke and he or she either found it was beyond repair or didn't know how to repair it.
Best wishes, Mark
