What materials do you use to make the yellow part of the victor horn shine?
Does Kotton Kleanser work?

Kotton Kleanser (or GoJo) is great for cleaning dirt off the surface; but to but to restore a shine to the brass, you need a good metal polish, such as Noxon or similar, to remove the tarnish.

So after Kotton Kleanser, you use Noxon. Are there any additional steps that have worked well for you?

Just a note FYI: Noxon is abrasive, leaving fine scratches, and will remove lacquer, if that's a concern. If it were my horn, I'd look for a better method, such as buffing with very fine rouge.

After you are finished polishing, remove the leftover compound with a cloth and WD-40...

I don't; my horns are all lacquered. Conn, Yamaha, King, etc.
But if you would like to gift me an appropriate Victor, I would run a few tests and let you know.
