I don't know if the gear has ever been reproduced. It is a common issue on the Victor motors. The brass spindle gear wears a little over time and the edges of the teeth get small burrs or flatten out a bit. The edges become slightly "pie-shaped" instead of parallel. I use a small file to clean up the teeth and have had good success making motors play quietly. Place a dot with a marker to indicate where you start and 'dress' each tooth, a little at a time.
Adjusting the lateral movement on the governor is important as well so there is good alignment with the spindle gear. Of course, sometimes it just doesn't work and I have to rob a spindle gear from a parts motor and hope it will be better than the damaged one.
With a little tinkering these motors can usually be made quieter. good luck-

Can you post a better picture of the motor? I may be able to help you out, but I can't identify the motor from that picture. If this is a floor model Victrola, I probably have it.
