Well might you ask! The band here seems to be playing in the key of E major (four sharps), highly unlikely for a band piece, and unheard of in a Sousa march, AFAIK. The written key of this march as published is Eb major (3 flats), so the recording as heard here is a half step higher than it should be, which means that the playback speed is too fast. That means that the tempo is also too fast.

It should be at 78rpm.
I checked the speed with a strobe disk not long ago.
Was the record recorded at a lower speed?

As posted on YT, it sounded entirely too fast. When I play the video at 90% speed, it is more realistic. Please take no offense.

The speed seems fast but those old lathes varied all over the place. I just always pitch records by ear. The diaphragm sounds good to me. I notice most of these guys danced around that one. Those Victor Di Hards don't like the "Victor Ear Tickle", as my boss Mr. Edison says" taken away! I took the Victor Ear tickle away from my Victrola XIV by putting a .005 glass diaphragm in it.

OK, now we can say with some assurance that it's the recording speed. For you can be certain that the band was NOT playing in E major, and your turntable speed is verified at 78. Here's what probably happened: the band played in Eb major, as written, the recording speed was slower than 78, so when played back at true 78 it's too fast, thus pitch/tempo are too high/fast.
