Canadian Berliner Needle Packet (Sample??)

I recently bought a Canadian Berliner needle packet that I have never seen before. There are a couple things I find odd.
First, the quantity being "50" needles. Such a small count considering the norm is 100 and up. Was this a sample packet for owners to see how "fine" needles sound..??.
The second oddity is the naive way the HMV logo is portrayed. The small end of the horn is not even close to accurate. Especially the way the horn is connected to the reproducer. Berliner took his guarded trade mark depiction very serious (so I thought).
Yet, this is his own product. So, I assume he approved it...
.
I am attaching two normal size early Canadian needle packets to compare to this small (half size) one.
