I'm wondering if anyone has any advice on what adhesive I should use to reattach an Edison Disk paper label? Would Elmer's spray adhesive be safe?

I have used regular Elmer's white glue with good success. Labels I attached 40+ years ago are still holding.

Just remember that most rubber cement isn't acid free. This is really important to avoid your labels turning yellow and brittle. I can't stress "acid free" enough when it has to do with antique paper.
