The little wheel turns, but it doesn't seem like the wire is winding back into the coil, or out of the hole for that matter. Something must be disconnected. I found it in the back of one of my machines and I don't see myself using it.

I think I remember reading somewhere that once the wire is protruding from the end of the needle, it cannot be wound back in. This one looks like it still has a decent amount of tungsten wire left on the spindle. The end should be clipped off and then try winding more out (just 1mm) clockwise. The instructions say that turning the star counter clockwise will have no effect.
