Alas, no indication of the composer or performers: not even a good guess as to the year of recording.

Is there anything known about this label that might pin down some details?

This Concert label was a Leeds and Catlin product, and the series that includes your disc was produced mostly in 1905. However, the Leeds issue of this recording appeared in a 1904 catalog, and apparently the Leeds issue identified the flautist as René Jacquemont of the Guard Republicaine Band. Bryant & Sutton's Leeds & Catlin Records, A History and Discography (Mainspring Press 2015) list the composer presumably as it appeared on the Leeds label as "Damare." This is almost certainly Eugène Damaré (1840-1919), a short biography in English of whom may be found here:
