That's a fabulous record.
Leo Reisman & His Orchestra, but who's the vocalist? Reminds me a bit of Paul Robeson.

It is stated in the video comment section that the vocal refrain is by Milton Douglas.

The 'leg show' (SIC) going on, or the fact whomever shot the clip desperately needs a tripod? Not to mention a direct electrical connection from the preamp out!

If you look closely, you can see he is indeed wearing shorts. You can see part of the pants in the reflections, especially when he steps to the right.
