That is a universal adapter for an Edison Diamond Disc machine. It is currently in the Pathé/vertical position. In that position, it can play Pathé vertical discs (if you have the ball stylus), or the uncommonly seen steel needle vertical cuts like early Okeh and Operaphone.

The position is incorrect for playing the Victor record shown.
