Never seen this before

It looks like the horn bracket was not a back bracket at all but sat on the motor board? Is this correct?

Very interesting! Everyone should take a look at this. My first impression was that I was looking at a Col BY cabinet with a Grafonola mechanism just dropped in but I was wrong. If you look at the back area of the cabinet under where the tone arm assembly would mount, there's an exaggerated swell in the cabinet. Those parts came together. I would love to see a photo of a similar complete machine. My guess is that it's a contemporary with the Col 60H (a continuation of the Col BII). Could this machine have been intended for export? What about the regina combinations where the back bracket horn elbow situation was a drop in style? Seems similar? Maybe it was not even a horn like we would think??
