I have a chance to buy a HS silk finish horn in pretty decent shape. Only a few minor rips. Will need a John Duffy roll. I can get it for $60. Are these horns rarer than the all brass ones? Does that sound like a good deal? Here is a picture, its 31" high.

The H&S "Silk Finish" horns don't turn up often with their original material in decent shape. If you have need of a horn that size and type, I'd say the price is quite fair.
On the other hand, it looks like something funky is happening at the small end of that horn. Be sure it isn't damaged.

See if the horn has a hanger to be supported by a crane. Duplex horns did not and instead had 2 offset holes in a 12 and 3 o’clock position (or 9 and 12 o’clock depending on which horn).
See about the narrow end as the Duplex horns had a larger opening than standard cylinder horns..
If its a duplex horn and you aren’t interested, please let me know..
Thanks
