Victor 2 humpback mainspring shaft

Picked up a couple of photos today. I knew the main spring was broken, as it held no tension. Well the spring is fine. The ratchet gear / gear / governor gear is loose on the shaft. Are the gears just pressed on. I see no pin or screw

The pin sits behind the gear. Once the gear is removed from the shaft, you'll see a pin through the shaft that fits into a slot on the backside of the gear. Or... maybe you won't see the pin, since you say the gear spins freely. Nevertheless, there should be a pin there, and maybe all that you'll find of it is a small bit remaining in the shaft.
If you support the gear carefully, so as not to burr its teeth, you should be able to tap the shaft out of it with a small brass hammer.
P.S. "The gear" that I refer to, is the steel one, not the brass one.
