Reference is to the lyric from "Shine" (click on "More" to see the complete text):

"Let the punishment fit the crime" is from the refrain in the Mikado's song, from Gilbert & Sullivan's
The Mikado, Act II.
The visual context seems to imply a fanciful reference to Dante's
Inferno, i.e., a level of Hell reserved for those who offend by phonograph.
I love the "Dull Thud" descriptor!

Breaking news!---further "research" has turned up this gem, the obvious reference in the cartoon:

It certainly is obnoxious. Give that guy a whack for me!

My interpretation is based on Siren mythology.
The illustration comically comments on the seductive nature of the phonograph. The songs of the "Tease'um Phonograph Co." brand has lured him with its enchanting music and singing voices. He's lost to the Siren's song and his devils punishment him by pounding him into it. He's doomed!
James.

I couldn't have said it better myself---(and I didn't). Right on!
