Governor pads on a Vic IV

A quick question I am sure somebody here knows the answer to.... On my newly acquired Vic IV, how do you change the leather pads for the governor? The other (later) Victor machines I have use a single pad, which you just pry apart the metal legs and replace. On this setup there are two pads on a circular yoke, and unless my aged eyesight is fooling me I see no way to open it up for the new leather. What am I missing?
