It should be just a tiny bit smaller than the hole it goes into. Best thing would be to measure the spindle hole with a caliper and order one to suit

The thrust ball bearing for your VV-IV is a 3/16” diameter ball, a common bicycle store or hardware store item.
The same 3/16” bearing is used generally across the Victor line. Here is a snippet from the Victor parts listing.
