Pathé portable and horn gramophone governor weights

Does anyone know whether replacement weights are available ?Or indeed are these repairable in some way ?

These weights are not reparable, they crumble over time. I have two of these motors, one with still more or less operatinal weights, but another with crumbled ones like yours. Theoretically you could replace them with solid metal weights, but I never found adequate substitutes due to their unique dimensions.
