I have the opportunity to buy this XVI, does this look like American or Circassian walnut? The finish on the outside is shot so its hard to tell except for under the lid.

I would say American, but perhaps above average grain for American. Here's mine for comparison:

Yes, definitely American Walnut.
With your restoration skills I'm sure it would look great if you decide to take on this project.

Don't go by the lid alone. The sides and doors are the best place to look. Take a well dampened sponge or rag and rub on the surface to wet it. The grain will pop out well enough to tell if it is contrasting grain (Circassian) or if it is swirled grain (American). Circassian tends to be darker grained with lighter grain intermixed while American tends to be more even colored.
Having said that, I'm looking at the four skirts around the inside of the lid and I see enough contrast in the grain to suspect it could be Circassian.
