I guess it acts as a horn lengthening tone arm it has a UK PATENT NUMBER 305352 I've never seen one before

It's purpose was to increase the length and volume of the acoustic system to which it was fitted.
The "Novaphonic" illustrated in this supplier's catalogue is a similar tonearm design.
