What is this?

Got ahold of a No. 10 Cygnet yesterday, but I am curious what this is at the bottom of the stem, what purpose it may serve other than dampening the sound from the reproducer, and if it is wise to remove it.

The Cygnet horn is such a well designed horn. The piece in your horn looks like a permanent restriction and I can't think of a logical reason for it to be in the horn. I'm curious about the other end of the piece so I'd remove the restriction.

I think it the broken off neck of a reproducer.

It looks too thick to be a broken off part of the reproducer. Volume reduction piece?

Doesn't the throat taper down that far in the bottom end?? Seem to recall that it does...

I've seen this before, it's the broken off top to a reproducer, Probably a later pot metal one. I say pull it out.
