Broken Screw Problem and Tonearm Part

I posted this in machines and have reposted it in here to see if there are any other solutions.

I recently started working on a Victor III I got for a good price but is in poor condition. I noticed that one of the set screws for the governor bearing was missing. Upon further inspection, I noticed that the screw had snapped in half and is stuck in the casting. My question is how should I go about removing this screw without damaging anything? Any help would be appreciated.

Also, i'm listing all the parts that are missing and I am trying to determine wether the back bracket is missing a support ring. I see some pictures online with it and some without it. Is it normal for some brackets to not have it?

Any help is appreciated.

Post a photo of the underside of your bracket, (similar to the view you show of the other bracket).

It's best if you don't post the same question twice in 2 different threads.
