What's the meaning of the date located on the lower left corner of the Victor Notice labels. Is this the manufature or shipping date?

No, it's merely the legal date associated with the form/part numbers listed listed in the upper right- and left-hand corners. You'll find many other Victrolas of the same period with the same date.

It's the date that the form template was created. Has nothing to do with the manufacture date.
