To what does this fit?

Just a wild a$$ guess: Given the mounting is off to the side, could this be an aftermarket pickup that mounted to a Victor acoustic tone arm, with the wires connecting inside the arm and routed out the horn, and connected to an aftermarket amplifier, or radio?
If so, I would suggest that there is a mating plug, this is missing, that connects the wires to the contacts.
If unusable, it may still be an interesting thing to have in ones collection given the makers tag.
