Any ideas about this small paper horn?

Here is another odd horn. It's paper machet ( seems to me anyway) painted feux wood on the outside. It measures 19.5 long and 8.25 at the opening. It does not have a hanger ring, and has considerable weight when compared to a 14 inch witches hat horn. I thought maybe cut down from a big paper horn, but look at those petals. Way too clean and the valleys are rounded, cannot do that with scissors etc. It's too heavy to sit on a reproducer unsupported. The end seems maybe to be missing a piece, you can see what looks like small pin holes. Any ideas?
