PM stays in Outbox and is not Sent

Does anyone know why PMs are stuck in the Outbox and not sent? How long does it take before PMs are sent to the recipients? Thank you.

Messages remain in the 'Outbox' until the recipient opens it, after which it shows in the 'Sent' box. So whoever you wrote to has not yet opened your message.

I have a message in my Outbox which was my response to a question sent via PM. I sent it October 31, 2019 and it hasn't yet been opened.
