I have a complete horn crane but can not figure out how it works. Is there something wrong with the crane? Or am I simply not setting it up correctly?

Thank you. And I also found why I was having difficulty: The upper rod can swing both ways. One way--the wrong way--puts the stop on the outside. Then the stop doesn't work and the crane won't hold up the horn.
