Double Rivet Arbor Assembly

While I am hunting for a new assembly, I am considering the option of welding this broken rivet on myself. Has anyone had success performing this weld themselves?

I don't see anything here that suggests a need for welding. You just need a new pin installed, right?

I don't see anything here that suggests a need for welding. You just need a new pin installed, right?
The pin took some of the arbor assembly with it when it came out in a violent rachet incident. The pin swims in the hole.
